The Ohio Department of Development (“ODOD”) has announced the next application period for the Ohio Transformational Mixed-Use Development (“TMUD”) Program. Applications will be open on ODOD’s website from March 23, 2026 at 10:00 AM until April 22, 2026 at 4:00 PM.
This will be the first round of applications under new changes to the TMUD Program that the General Assembly enacted last year. The changes to the program include the ability to offset new tax types (Ohio income tax and Financial Institutions Tax, in addition to insurance premiums tax) and an overhauled application process. TMUD tax credits are awarded, based on a competitive application process, to qualifying major construction projects. The application round for Fiscal Year 2026 will include tax credit awards of up to $125 million, split between:
- Up to $85 million for “Major City” projects (within 10 miles of a major city), and
- Up to $40 million for other “General” projects.
A maximum of $20 million in tax credits can be approved for a single project.
The application scoring criteria for FY26 have been expanded to include additional community and economic considerations. Projects will also need to demonstrate community support. ODOD will review applications to determine if each project meets the minimum program eligibility requirements, including application completeness. Applications that do not meet program eligibility requirements will be determined ineligible for further review and eliminated. Only eligible applicants will move on to the application scoring period.
ODOD will then consider and certify projects based on their scores. Projects will be ranked based on the highest scores for both Major City projects and General projects. ODOD will allocate tax credits to the highest-scoring projects in both categories until all $125 million authorized by statute has been awarded.
